Do any TTS engine manufacturers offer flexible licensing schemes or open licenses to distribute voices as part of an application?
Our product has a flexible license available to our end customers to distribute to schools in their areas with no cap on total installations, we would need additional TTS voices to do the same.

None of them have open license like that. They are all geared towards number of PCs. We have a really good relationship with one of the voice companies so I could introduce you to the person you'd negotiate with if you want to email me at ken@nextup.com
