So neospeech julie sometimes pronounces certain words with extra emotion (hi! for example). I have also used some other tts programs in the past which also had special emote tags like "\item=Laugh" which when read would actually sound like a person laughing.

My question - how do you find out what a voice is capable of beyond the normal monotone reading style? Is there a program that can analyze each voice and detect 'special' words/phrases embedded in the voice file?

I don't know of any voice analysis like what you're asking about. The closest thing I know of is some capabilities with Acapela voices to recognize sound effect tags, and for certain words to trigger voice inflection changes. That first chart you posted is exactly what I am looking for, but for Neospeech Julie or Ivona Salli. Doesn't sound like they exist though.

It would be cool if TextAloud could somehow identify all the 'special tags' in a voice file, and list them in a dropdown somewhere. There must be some way to identify them...
