The audio driver has not been opened.

Not sure what else I can do -- my SigmaTel soundcard's drivers are installed.

Let's see if changing you over to SAPI5 (another speech interface) corrects the problem. Click Options->Voice and File Options, then change SAPI Version to SAPI5 Only. Try it again and let me know how it goes.
