API license

I think this site is very good for everyone who wants to use TTS.
I am interested in programming TTS.
By the way, I saw your api license.
If we want that a closed members use TTS by Internet browser using TextAloud api, Do we have to pay onetime license fee for all members?

If then, How about this.
Is is possible for us to use SAPI directly? In this case, Don't we have to pay that license fees? and Can we use all of voices sold on this site?
