Chaning the stress of pronumciation

When using the phoneme helper in the dictionary, the addition of "1" primary stress and "2" secondary stress does not appear to have any influence on how the word is pronouced. I've tried several different voices. Suggestions? Also, is there a way to change the ending inflection of a word's pronunciation?

I've tried this with both Microsoft Anna as well as several AT&T voices.
